EXECUTIVE OFFICER (Immigration)
The locally engaged Executive Officer (Immigration) works with the Minister Counsellor (Immigration) (also known as the Chief Migration Officer), providing high-level policy, organisational and administrative support.
The Department of Immigration and Citizenship (DIAC) office in Geneva is part of the Australian Permanent Mission to the Office of the United Nations. Its two staff, the Minister Counsellor and the Executive Officer, engage with international organisations such as the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM) to advance Australia’s interests internationally in relation to the well-managed movement of people. Their work encompasses refugee and migration issues from both policy and governance perspectives.
Selection criteria for the position include knowledge of the DIAC policy and operational environment, the ability to work independently, flexibly and under pressure in a small team, and strong communication skills in English and French. Australian citizenship and the ability to obtain an Australian Government security clearance are mandatory.

Please note:
The preferred commencement date for the successful applicant is in March 2012. This will however be contingent upon his/her obtaining a security clearance, which could take up to six months.
The salary indicated is monthly, with a “thirteenth month” paid in December.
Relocation to Geneva, if required, and all associated costs, will be at the expense of the successful applicant. However, in addition to the monthly salary indicated, assistance in meeting the costs of a rental property location agent and/or a rental subsidy may be negotiated, depending on the circumstances of the successful applicant.

Monthly salary range from CHF7,116 to CHF8,396 depending on skills and experience
Principal duties:
1. Support and assist the Chief Migration Officer’s (CMO’s) substantive work and DIAC’s primary objectives as outlined in the DIAC Geneva business plan:
• Attend, participate in and report on bilateral and multilateral meetings as required
• Draft cables and high-level correspondence to report on, comment on and progress development and outcomes of key policy issues
• Engage and cooperate with Post colleagues on cross-cutting policy issues
• Engage with a range of stakeholders at other Missions and in international organisations
• Consult and advise relevant colleagues from NatO and at Post on key issues
• Coordinate with AusAID at Post on UNHCR’s budget
• Coordinate with DFAT at Post on OHCHR communications in relation to Interim Measures Requests and removals
• Take on additional policy-related responsibilities as required during the CMO’s absence (8-12 weeks per year)
• Undertake research and analysis as directed
• Screen media, journals, publications and cables on relevant policy matters.
2. Manage the corporate and administrative functions of the DIAC Geneva office, including:
• Management of CMO diary, electronic and paper files, and archiving
• Coordination of representational functions as required
• Corporate planning including for the Budget, the business plan, risk management and business continuity
• Corporate reporting including on assets management, representational expenditure and financial compliance
• Liaison with DFAT at Post regarding the SLA, maintenance of the CMO residence, CMO travel arrangements and other financial issues as required
• Engagement with DIAC NatO colleagues regarding briefing for meetings.
3. Coordinate official visits to Geneva by Canberra-based delegates, including the Minister, as required:
• Liaison with NatO, the Minister’s Office and external stakeholders to develop suitable programs
• Logistical arrangements including for accommodation, transport, registration and security passes, meetings, functions (including costing), protocol and program booklets
• Servicing delegates’ ad hoc requirements during the visit
• Note-taking and reporting for high-level meetings.
4. Take the lead on the following policy issues (subject to continuing review with CMO):
• Climate change and displacement
• Internally Displaced Persons (IDPs)
• Resettlement and DIAC’s humanitarian program
• Communications relating to DIAC’s funding programs for UNHCR and IOM in Geneva, particularly in relation to funding for capacity building and displaced persons.
Selection Criteria:
A. Specific knowledge and expertise relating to the DIAC portfolio and the ability to develop quickly a strategic understanding of Geneva post’s role in pursuing DIAC’s and the Government’s priorities
B. Initiative, judgment, flexibility and the ability to prioritise responsibilities and work independently in a high-pressure, unpredictable environment
C. Strong interpersonal skills including the ability to work effectively in a small team, within a small Mission, and to engage with external stakeholders
D. High-level written and oral communication skills, including note-taking and reporting
E. Competence in the use of information and communications technology and commitment to adhering to official security and record-keeping requirements
F. Eligibility for an Australian Government security clearance to the highest level and ability to work in a secure environment
G. Fluency in written and spoken English and the ability to communicate effectively in written and spoken French
H. Driver’s licence
